NHTSA AV Framework and Exemption Guidance
Requests comment on NHTSA's interim guidance for General Exemptions under 49 U.S.C. § 30113 for commercial deployment of automated vehicles, under which initial exemption terms are followed by operational authorizations that can be modified over time. It also summarizes the agency's AV Framework actions since April 2025, including the March 10, 2026 announcement of an ADS performance rulemaking and the FMVSS modernization proposals.
