For products within CPSC jurisdiction, section 15(b) requires manufacturers, importers, distributors, and retailers to report specified safety information, including certain noncompliance, defects, and serious risks. Reporting can be required before an injury occurs. Consumer-product coverage and statutory exclusions must be assessed before applying this framework to a robot.
