1. Supervision model

Human oversight structure:

• Oversight role classified (onboard driver, active remote driver, passive remote assistant, visual observer, remote pilot in command, or facility safety supervisor)
• Teleoperator workforce classification reviewed under applicable employment standards
• Operator-to-vehicle or operator-to-robot supervisory ratios evaluated against task complexity, environmental risk, and traffic conditions

2. Handoff procedures

• Network latency metrics validated
• Remote command execution speed tested
• Visual feed clarity confirmed
• Maximum allowable delay before minimal risk stopping maneuvers defined
• Automated safe-stop procedures established for communication loss
• Emergency parking maneuvers and localized hazard warnings defined for wireless signal degradation or link failure

3. Accessibility

• Accessible route clearances verified under the Americans with Disabilities Act (42 U.S.C. § 12182) for sidewalk, retail, and hospitality deployments
• Texas Human Resources Code § 121.003 public accommodation duties reviewed
• Audible navigation alerts integrated
• Tactile indicators provided
• Wheelchair access accommodations confirmed
• Accessible passenger interfaces tested

4. Public interaction

• Pedestrian interaction protocols documented
• Bystander notification methods established (visual, audible, or signage)
• Vulnerable population safeguards reviewed (children, elderly individuals, persons with disabilities)
• Data collection disclosures provided where sensors capture bystander information

5. Remote operator qualifications

• Qualification and training requirements defined for each oversight role
• Recurrent training intervals established
• Fitness-for-duty standards documented
• Incident escalation authority assigned
